Credentials Forms and Convention Delegates
The official BVA credentials forms were mailed on March 12, 2004
to all regional groups in a "good standing" status as
of that date. The mailing included a set of three forms for the
president, vice president, secretary, and treasurer (or secretary/treasurer)
of each group. The forms are printed on colored paper to facilitate
identification.
The process is consistent with Section 12c of Article XIV (Regional
Groups) of the BVA National Bylaws, as amended:
"Credentials, certifying to the election of the regional
group delegate, and instruction to him/her, shall be in writing,
signed by the regional group president, authenticated by the secretary,
and in triplicate. One copy of such credentials and instructions
shall be delivered to the delegate prior to the start of the national
convention. A second copy shall be mailed to the National Secretary
at the national headquarters (Attn: Administrative Director) and
postmarked no later than 21 days prior to the national convention.
A third copy shall be retained in the regional files."
Regional groups sending a delegate to the BVA 59th National Convention
must hold a meeting to elect and instruct their delegate no later
than July 1, and must forward one copy of their completed credentials
form to BVA National Headquarters (Attn: Administrative Director).
It must be postmarked no later than July 20.
To preclude losing the credential forms (a problem in the past),
regional group officers are requested not to throw them away until
after the conclusion of the convention.
