Dear Mr. Miller,
Thank you for forwarding ten of the resolutions
adopted by the 57th National Convention of the Blinded Veterans
Association (BVA) on August 17, 2002 in San Antonio, Texas.
The Department has reviewed the ten resolutions
and has identified three resolutions, (Nos. 17,21, and 24) that
would require legislation and one resolution (No.28) that concerns
pending legislation. The Department cannot address Nos. 17, 21,
and 24 because the Administration has no official position on
the legislative proposals. Resolution No. 24 would, in part, require
legislation to fully achieve the goal of the resolution. To the
extent legislation is not required to carry out the resolution,
VA has addressed it in the enclosure. Resolution No. 28 would
require the Departments views on legislation introduced
in the 107th Congress. The Administration had no official views
on that legislation but has provided an official position on S.
50, similar legislation recently introduced in the 108th Congress.
A copy of the Departments views on S. 50 as provided to
Senator Tim Johnson is enclosed for your reference. The Department
has thoroughly coordinated review of the remaining resolutions
and addressed each as appropriate in the enclosure.
