Dear Mr. Miller:

Thank you for forwarding 23 of the resolutions adopted by the 56th National Convention of the Blinded Veterans Association (BVA) held in Las Vegas, Nevada, from August 28 – September 2, 2001. Please accept my apology for not responding earlier.

The Department of Veterans Affairs has reviewed the 23 resolutions. As mentioned in my interim letter dated April 17, 2002, there are three resolutions that the Department’s Office of the General Counsel has identified that we cannot or which we do not need to comment. This is because one resolution does not apply to the Department and two require legislation. The Department has thoroughly coordinated review of the remaining 20 resolutions and addressed each in the enclosure.

Again, thank you for keeping us apprised of BVA’s views. I wish you great success in your continuing service to our Nation’s veterans.
