New Directors for Districts 1 and 2
Per BVA National Headquarters memorandum dated April 13, 2003,
nominations were solicited for the positions of Directors of Districts
1 and 2 in accordance with the provisions of Section 3 of Article
VI (District Directors) of the BVA National Bylaws, as amended.
In District 1, incumbent General Weeks was the only nominee.
In District 2, incumbent H. Keith Marshall chose not to run for
re-election. There was only one nominee from District 2, i.e.,
Thomas L. Gearhart of Cuyahoga Falls, Ohio.
In accordance with the provisions of Section 3k of Article VI
of the National Bylaws, if there is only one candidate for the
office of Director from a District in which an election is being
held, that candidate shall be declared the winner of the election
and the procedures for conducting a mail ballot in that District
shall be dispensed with.
Accordingly, General Weeks and Thomas L. Gearhart were respectively
declared the winners of the elections for Districts 1 and 2. These
new officers will be officially sworn in on August 30 during the
closing moments of the BVA 58th National Convention Awards Banquet.
Special Election in District 4
In February of 2003, Director of District 4 Dr. Ronald L. Miller
resigned his position for personal reasons. Consequently, the
BVA National Board of Directors, acting pursuant to the provisions
of Section 5a of Article VI (District Directors) of the BVA National
Bylaws, as amended, appointed Roy W. Kekahuna of San Diego, California
as the interim Director District 4.
A special election was subsequently held in accordance with the
provisions of Section 5b of Article VI of the National Bylaws
to complete the unfinished term of Dr. Miller. Nominations were
solicited by memorandum from BVA National Headquarters dated March
14, 2003. Roy W. Kekahuna of San Diego, California and Donald
M. Austin of Mesquite, Nevada were duly nominated. Ballots and
biographical sketches of the candidates were mailed out on or
about March 28, 2003 to all Members and Associate Members in good
standing residing in District 4
The completed ballots, to be returned to BVA National Headquarters,
were to be postmarked no later than midnight, July 12. They were
held unopened until July 22 (35 days before the start of the 58th
National Convention), at which time votes were to be counted and
the winner determined.
The District 4 special election winner will join other newly
elected BVA national officers in the swearing-in ceremony in Myrtle
Beach.
