RESOLUTION: 12-03
RESOLVED, that the Blinded Veterans Association,
in convention assembled in Myrtle Beach, South Carolina on this
30th day of August, 2003, support the creation of additional VICTORS
Programs and present this support in the testimony to Congress.
VA Response: BRS supports continuum
of vision care model, which includes basic, intermediate
and advanced low vision treatment models. The Visual Impairment
Centers to Optimize Remaining Sight (VICTORS) programs are part
of this continuum of care. During FY04, VHAs Visual Impairment
Advisory Board (VIAB) will conduct an analysis of the continuum
of care for low vision services to determine the extent to which
services currently exist and the need for and locations of future
programs based on veteran demographics. As a result, VHA will
identify existing programs in the field and potential new locations
for vision rehabilitation programs in the field and potential
new locations for vision rehabilitation programs, including the
VICTORS program. Gaps in service delivery for low vision care
will be identified within the VHA Health Care system.
RESOLUTION: 18-03
RESOLVED, that the Blinded Veterans Association,
in convention assembled in Myrtle Beach, South Carolina on this
30th day of August, 2003, seek legislation that would waive the
means test requirements for NSC catastrophically disabled veterans
assuring they have access to the Special-Disabilities Programs
so crucial to their rehabilitation and well being.
VA Response: This resolution requires
legislative action. Therefore, VHA cannot respond.
